Neelam Forgets Protocol, Expresses Discontent as Governor Poudel Faces Challenges of Non-Cooperation

Kathmandu: Dr. Bishwanath Poudel officially assumed office as the 18th Governor of Nepal Rastra Bank on Wednesday, following his appointment by the government the previous evening. However, what should have been a formal and respectful transition was marred by institutional tension and personal coldness, particularly from Senior Deputy Governor Neelam Dhungana Timsina, who had served as acting governor prior to his appointment.

A Breach of Protocol
Traditionally, deputy governors are expected to welcome a newly appointed governor in a gesture of respect and institutional unity. While Deputy Governor Bam Bahadur Mishra fulfilled this responsibility, Neelam Dhungana Timsina was conspicuously absent from the welcome ceremony. Upon her delayed arrival, she neither greeted nor acknowledged Governor Poudel, refused to hand over a bouquet (asking a staff member to place it on a table instead), and neglected basic courtesies — behavior widely seen as a violation of official decorum.

A Disputed Appointment
Timsina had been a strong contender for the governorship, with support from CPN-UML Chairman KP Sharma Oli. Her appointment would have marked a historic moment as Nepal’s first female central bank governor. However, under a coalition agreement between the Nepali Congress and UML, the governorship was allocated to the Congress.

In the shuffle, Gunakar Bhatta, a central bank director, resigned in anticipation of being nominated but was eventually bypassed. Timsina reportedly did not process his resignation, adding to the appointment complications. Ultimately, the Congress put forward Dr. Bishwanath Poudel, a respected economist and former Vice Chairman of the National Planning Commission, who stepped down from the governor selection committee before being officially proposed.

Despite facing a legal challenge, the Supreme Court upheld the legitimacy of his appointment, clearing the path for his formal entry into office. His nomination came from a list prepared by Finance Minister Bishnu Poudel, a UML leader, deepening the perception of political entanglement in the process.

Looming Challenges Ahead
Timsina’s conduct on Governor Poudel’s first day is seen by many as a sign of deeper internal discord, raising concerns of possible non-cooperation or factionalism within the central bank. According to insiders, a section within UML remains uncomfortable with the close rapport between Finance Minister Bishnu Poudel and Governor Bishwanath Poudel, fearing undue influence or centralization of power.

Such internal divisions pose a real threat to the effectiveness and credibility of the central bank. Without a unified leadership, policy coherence and institutional performance may suffer, especially in a time of economic uncertainty.

Conclusion
While Neelam Dhungana Timsina’s ambition and candidacy were legitimate and reflect Nepal’s evolving leadership dynamics, her public display of discontent risks undermining institutional dignity and trust. On the other hand, Governor Poudel now faces the uphill task of uniting a divided institution, asserting his leadership independently, and navigating political fault lines — all while managing the nation’s monetary policy amid complex economic challenges.
