'Economic Reform Commission’s Recommendations Being Gradually Implemented'

Kathmandu: Finance Minister Rameshwor Khanal has said that the suggestions put forth by the High-Level Economic Reform Commission are being gradually implemented. Addressing a meeting of the Federalism Strengthening and National Concerns Committee today,
Minister Khanal informed that the Ministry of Finance has taken the lead in executing most of the commission’s recommendations and is currently formulating related policies and laws.
He noted that while some recommendations require parliamentary approval due to their long-term nature, those achievable through executive decisions have already been implemented. “The responsibility of implementing the report I prepared myself now lies on my shoulders,” he said, adding that tangible results are expected by the next fiscal budget.
Highlighting the need to enhance the competence of the revenue administration, Minister Khanal acknowledged weaknesses in the tax system, where unqualified personnel in key positions have hampered taxpayer services. He said the ministry has decided to recruit qualified human resources at the branch officer level to strengthen both the Internal Revenue and Customs Administrations.
Minister Khanal also claimed that Nepal has made significant progress in combating corruption and money laundering. Although the country was previously criticized by international organizations for weak implementation of laws, he said there has now been notable improvement in case registration and enforcement actions—progress that will be presented in an upcoming international meeting in January.
Addressing the recent controversy over the appointment of personal secretaries and advisors, Minister Khanal clarified that the Finance Ministry decided not to provide facilities to those appointed in violation of the law. He added that he only became aware of schedule changes made by the Law Ministry through the media and would soon discuss the matter with the Law Minister and the Prime Minister.
