Government, Gen-G Representatives Sign 10-Point Agreement

Kathmandu: The Government of Nepal and representatives of the Gen-G movement have reached a 10-point agreement, marking a significant step toward addressing the demands raised during the Bhadra 23–24 protests.

The agreement was signed on Wednesday evening at the Office of the Prime Minister and Council of Ministers, Singha Durbar.

Prime Minister Sushila Karki signed on behalf of the government, while Bhoj Bikram Thapa signed on behalf of the families of those killed and injured in the movement.

PM Karki: “This Agreement Will Guide Tomorrow’s Change”

Following the signing, Prime Minister Karki expressed confidence that the agreement would become a milestone for national transformation.

She said the agreement supports constitutional reforms, strengthens good governance, and helps prevent future violent conflicts.

The agreement, she noted, incorporates the spirit of the youth-led movement and the demands related to governance, constitutional amendments, and electoral reform.

Ministers, the Chief Secretary, and senior officials were present at the ceremony, which saw moments of heated discussion between Gen-G representatives during negotiations.
Key Points of the 10-Point Agreement
1. Formation of Independent Anti-Corruption and Good Governance Commission
Both sides agreed to establish a separate, independent commission to control corruption, ensure transparency, and promote good governance.

2. Martyr Status and Relief
All individuals who lost their lives during the Gen-G movement will be declared martyrs, and families of the deceased and injured will receive immediate relief.

3. Support for Martyrs’ Families
The government will provide:
Free education
Free healthcare
Employment opportunities
Psychosocial counseling
for members of Gen-G martyr families.

4. Legal Reforms for Free and Fair Elections
Necessary amendments will be made to ensure that the House of Representatives election on Falgun 21 is conducted in a free, fair, and fearless environment.

5. Investigation of Political Parties’ Assets
Authorities will investigate the assets of all political parties and confiscate properties whose source cannot be justified.

6. Introduction of a ‘No Vote’ Option
The general elections will include a ‘no vote’ (None of the Above) provision.

7. Constitutional Amendment Suggestion Commission
A high-level commission comprising independent experts, Gen-G representatives, and youth participants will suggest timely amendments to the Constitution.

8. Constitutional Recognition of Reform Commissions
The newly formed commissions on governance, corruption control, and constitutional reform will receive constitutional recognition.

9. Inclusive Representation
The agreement ensures increased representation of:
Women
Dalits
Indigenous nationalities
Madhesi, Tharu, Muslim, and minority communities
People with disabilities
Marginalized groups
Farmers, workers, and economically disadvantaged Khas Arya
The Gen-G (Genji) Council will play an advisory role in ensuring inclusion.

10. Transparency, Digital Rights, and Data Protection
The agreement commits to:
Transparent disclosure of government decisions and expenses via social media
Competitive and transparent processes for public appointments
Zero tolerance for voluntary censorship of online freedom of expression
Strong legal and technical safeguards against illegal surveillance and misuse of citizens’ digital data
Formation of the Genji Council
A Genji Council will be established to advise the government on governance, oversight, and good-governance initiatives.
The agreement will be implemented immediately from the date of signing.
