Home Ministry Urges Lawful and Respectful Use of National Flag During Elections

Kathmandu: The Ministry of Home Affairs has urged all concerned to use the national flag of Nepal strictly in accordance with prevailing laws, emphasizing its dignity, honor and national pride.
Limit on Use During Election Programs
According to the Election Code of Conduct, 2082, political parties and candidates are allowed to use a maximum of 10 national flags during rallies, public meetings, corner meetings or door-to-door campaigns. The ministry clarified that the flag must not be used for any other purposes. In a statement issued on Sunday, it warned that strict legal action will be taken if the national flag is misused.
Legal Provisions in Force
The ministry stated that the ‘Procedure for the Use of the National Flag and National Anthem, 2069’ is currently in effect to ensure systematic and respectful use of the national flag. The procedure clearly defines provisions related to the size of the flag, the method of hoisting and prohibited practices. Chief District Officers have been entrusted with the responsibility of regularly monitoring compliance within their respective districts.
Prohibited Acts and Misuse
The ministry has made it clear that any act that insults the national flag—such as hoisting it upside down, tearing, burning, throwing it away or using it to pack goods—is strictly prohibited. Misuse of the flag for commercial advertising purposes is also banned.
Restrictions on Wearing the Flag
Similarly, attaching or wearing the national flag symbol below the waist is completely prohibited. The ministry has also warned against placing the image of the national flag on clothing worn below the chest and advised against unnecessary use of the flag except for official hoisting purposes.
