Government Publishes Draft ‘National Commitment’ for Feedback

Kathmandu: The Government of Nepal has made public an 18-point draft of the “National Commitment,” prepared by analyzing the election manifestos and pledges of six nationally recognized political parties. The draft has been uploaded on the website of the Office of the Prime Minister and Council of Ministers, with a deadline of Baisakh 10 set for political parties to submit their opinions and suggestions.

Background and Objective
The draft has been developed based on the commitments made during the House of Representatives elections held on Falgun 21, 2082. It follows the government’s 100-point governance reform agenda announced during the first Cabinet meeting on Chaitra 13. The main objective is to integrate key elements from party manifestos into a unified national framework that reflects the public mandate, strengthens democratic governance, and ensures collective ownership among political stakeholders.

The government also plans to link this commitment with annual policies, programs, budgets, and reform agendas, while establishing a dedicated structure under the Prime Minister’s Office for its effective implementation.

Political Parties Involved
The draft incorporates commitments from major political forces, including the Rastriya Swatantra Party, Nepali Congress, Communist Party of Nepal (UML), Nepal Communist Party, Shram Sanskriti Party, and Rastriya Prajatantra Party.

Key Priority Areas
The “National Commitment” outlines a wide range of priority sectors aimed at overall national development. These include economic stability and reform, agricultural self-reliance, tourism and civil aviation, energy production and utilization, infrastructure development, and employment generation.

In addition, the draft emphasizes improvements in education, healthcare, environmental protection, and climate change response. It also highlights the need for good governance, anti-corruption measures, administrative reform, efficient service delivery, and the expansion of digital governance and technology use.

Broader Policy Focus
The document further includes commitments related to social justice and inclusion, strengthening international diplomacy, and enhancing foreign relations. It also recognizes the importance of utilizing the knowledge, skills, and capital of the Nepali diaspora. Other areas of focus include disaster management, the development of sports, and reforms in the cooperative and microfinance sectors.
