Seven-Point Pact Between Nepali Congress and CPN (UML) Detailed

Kathmandu: Prime Minister KP Sharma Oli has informed the House of Representatives about the seven-point agreement reached between the Nepali Congress and the CPN (UML) while forming the current ruling alliance. The agreement, forged on July 1, outlines the following points:

National Consensus Government: A National Consensus Government will be formed under Article 76 (2) of the Constitution, including other political parties, to protect national interests, maintain good governance by controlling corruption, and accelerate the nation's development and construction efforts for political stability in line with public aspirations.

Constitution Amendment: The National Consensus Government will prioritize necessary amendments to the Constitution and formulate coherent laws to ensure political stability by evaluating the strengths, weaknesses, and complexities observed since the Constitution's promulgation.

Employment and Economic Revitalization: The government will address the current economic sluggishness, create sufficient and decent employment within the country, stimulate economic activities, create a reliable business environment, and encourage both internal and external investments.

Leadership Rotation: CPN (UML) Chairman KP Sharma Oli will lead the National Consensus Government for two years from the formation date. Afterward, Nepali Congress President Sher Bahadur Deuba will assume the leadership until the general election scheduled for November 2027.

Base and Common Minimum Programme: The National Consensus Government will operate based on a Base and Common Minimum Programme formulated to protect national interests, establish good governance by controlling corruption, and expedite national development and construction campaigns.

Equal Participation: The leadership role and participation of the two major political parties in the National Consensus Government will be based on equality and equal status, with other political parties included in the government.

Provincial Governments: Provincial Governments will be formed and operated in the spirit of the National Consensus Government. Development and construction works at the provincial and local levels will be accelerated according to the people's aspirations.
