President to Present Government’s Policy and Program in Joint Parliament Session

Kathmandu: The government’s policy and program for the upcoming fiscal year will be presented today in a joint session of the Federal Parliament. President Ram Chandra Poudel is scheduled to address the joint meeting of the House of Representatives and the National Assembly at 3:00 PM, outlining the government's priorities for the coming year.
According to Padya Prasad Pandey, General Secretary of the Federal Parliament Secretariat, all necessary preparations have been made, and the agenda for the session has already been finalized. The address is in accordance with Article 95 of the Constitution of Nepal, which mandates the President to deliver a speech outlining the government’s policy and program in a joint sitting of both houses of Parliament.
Speaker Devraj Ghimire has urged all members of the House of Representatives to be seated in the chamber by 2:45 PM and to attend the meeting in formal, prescribed attire.
The government’s policy and program are expected to focus on economic revival, with particular emphasis on creating opportunities for youth. Key priorities are likely to include promoting entrepreneurship, encouraging startups, advancing skill development, supporting business plans, increasing government spending, and maintaining good governance.
Ruling political parties have held several rounds of discussions in recent weeks to align on these strategic priorities, aiming to bring forward programs that will energize the national economy and address public expectations.
The Federal Parliament Secretariat has scheduled discussions on the presented policy and program from April 22 to April 28, providing lawmakers with an opportunity to debate and propose amendments. Subsequently, discussions on the principles and priorities of the Appropriation Bill—a key step in the budget-making process—will begin on April 30, serving as a pre-budget deliberation.
As per the constitutional provision, the Finance Minister will present the annual budget in a joint session of the Federal Parliament on Jestha 15 (May 28, 2025). Today's presentation marks the official start of the fiscal planning process for the upcoming year.
