Former Kathmandu CDO Chhabi Rijal Arrested in Connection with Gen-G Movement Probe

Kathmandu: Former Chief District Officer (CDO) of Kathmandu, Chhabi Rijal, has been arrested in connection with the ongoing investigation into the Gen-G Movement.
A team from the Criminal Investigation Office took Rijal into custody on Tuesday morning from his residence in Suvidhanagar, acting on the recommendation of the Gen-G Movement Inquiry Commission.
Rijal had served as the Chief District Officer of Kathmandu during the Gen-G Movement and was also the head of the Administration Division at the Ministry of Home Affairs during the tenure of then Home Minister Ramesh Lekhak.
Earlier, former Prime Minister KP Sharma Oli and former Home Minister Ramesh Lekhak were also arrested based on the Commission’s recommendation.
Authorities have accused Rijal of violating professional conduct, particularly in the transfer of employees to immigration and other lucrative offices.
According to details submitted to the Special Court by the Commission for the Investigation of Abuse of Authority (CIAA), Rijal—who previously headed the Administration Division at the Home Ministry—is also under investigation in a corruption case.
Alongside Rijal, several other officials are under scrutiny, including Badri Tiwari (private secretary to former Home Minister Lekhak), Janak Bhatta (personal secretary), Home Secretary Gokarna Mani Duwari, and Tirtharaj Bhattarai, Chief Immigration Officer at the Tribhuvan International Airport Immigration Office.
Rijal is currently assigned to an additional group under the Ministry of Federal Affairs and General Administration.
