Gagan Thapa Calls for Immediate Constitutional Amendment to Ensure Stability and Inclusivity

Nepalgunj: Nepali Congress General Secretary Gagan Kumar Thapa has called on the government to immediately initiate the process of amending the Constitution to ensure political stability and inclusivity. Speaking at the inauguration of the Nepali Congress Banke House of Representatives Regional Conference, Thapa emphasized the need to implement the promises made in the seven-point agreement between the Nepali Congress and the CPN-UML.

Thapa argued that Nepal's current electoral system, which encourages coalition governments, has led to instability and inefficiency. “The coalition system has ruined Nepal. We need a system where one party can secure a majority and run the government for a full term,” he said. He urged that the Constitution be amended to pave the way for a stable government with a clear five-year mandate and a more inclusive parliament.

While expressing support for the federal democratic republic, Thapa advocated for reforms to reduce government spending and streamline governance. He proposed that the number of ministers in the federal government be limited to 10–15 and in the provinces to 3–5 to curtail unnecessary expenditure. Additionally, he called for reevaluating the necessity of positions such as Vice President and Deputy Speaker both at the federal and provincial levels.

“Nepal’s federalism should not remain in its current form. It needs to evolve, and that requires constitutional amendment,” Thapa said. He clarified that while federalism must be strengthened, inefficiencies within the current structure must be addressed.

Reaffirming the Nepali Congress’s commitment to the federal democratic republic, Thapa stated that the party has firmly established itself as a national force. He also criticized attempts to revive monarchy by exploiting public dissatisfaction. “The monarchy in Nepal has never been constitutional,” he said, dismissing any narrative seeking its restoration.

Other leaders present at the event—including Nepali Congress central members Madhu Acharya, Maikulal Valmiki, Lumbini Province Congress President Amar Singh Pun, and District President Narayan Prasad Gaudel—also reiterated that the federal democratic republic is not a weak system and must be preserved and improved, not dismantled.
