Kathmandu: CPN (UML) has announced that the new government will be formed in accordance with Article 76(2) of the Constitution. A secretariat meeting held today at the party's central office in Chyasal, Lalitpur, concluded that there is no ambiguity regarding the formation of the government as per this constitutional provision.

UML Deputy General Secretary Pradeep Gyawali stated that the Supreme Court has established a precedent that allows the government to be formed multiple times under the same article, provided there are no strong grounds against it. "There is no constitutional complication in forming the new government according to Article 76 (2) of the Constitution," Gyawali asserted, citing the example of the KP Sharma Oli government in 2078 BS, which was formed under the same article.

Gyawali explained, "If Prime Minister Pushpa Kamal Dahal 'Prachanda' does not receive a vote of confidence, the President will call for the formation of another government according to Article 76 (2) of the Constitution."

He also mentioned that there had been no concrete discussion on amending the constitution with the Nepali Congress. However, he noted that the constitution, as a progressive document, could be amended to promote political stability and serve the public good.

The secretariat meeting decided to assign responsibility for the House of Representatives and Province Assembly constituencies to central committee members. Reviewing a decision taken a year ago, the UML resolved to deploy all central committee members to their respective constituencies. Further criteria regarding the division of duties will be established in the next secretariat meeting, according to Deputy General Secretary Gyawali.
